James L. Green was appointed as the General Manager of the Morgantown Utility Board in January 1996.

Jim's long career serving the people of Morgantown began in 1973, when he was hired as an Engineer for the Morgantown Water Commission. In 1978, he became Assistant Manager of the Commission. He served in that capacity until the 1987 merger of the Water Commission and the Morgantown Sanitary Board created the Utility Board. Mr. Green was appointed as the Chief Engineer and Assistant General Manger to Thomas Urquhart, the Boards first General Manager.

Mr. Green holds a Bachelor of Science and a Master of Science degrees from West Virginia University in Civil Engineering. He has been a registered Professional Engineer since 1977, and is also a registered Land Surveyor.

Jim has been recognized by his peers as a leader in the utility industry. He has served as Chair of the West Virginia section of the American Water Works Association (AWWA), and is a past National Director of the AWWA. In 1988, he received the George W. Fuller Award for service to the water industry.

In addition to his work as a civil engineer and utility manager, Mr. Green has enjoyed a distinguished career in the US Army Reserve. He enlisted in 1969, and rose to the rank of Staff Sergeant. He was commissioned as an officer in the Corps of Engineers in 1976.

Jim has commanded the 459 th Engineer Company ( Ribbon Bridge) and the 463 rd Engineer Battalion, an organization of over 500 soldiers and officers located throughout the states of West Virginia and Virginia. The Battalion performs heavy construction tasks throughout the world. Colonel Green has also served as the Operations Officer of the 429 th Engineer Battalion in Uniontown, Pennsylvania, and as Operations Chief of the Deputy Chief of Staff, Engineer for the 99 th Reserve Support Command. Colonel Green has just recently returned from Iraq, where he served as Chief of Strategic Planning and Communications for the Gulf Region Division of the US Army Corps of Engineers. He served prior to that in Operation Enduring Freedom in Afghanistan and Pakistan. His last active duty tour ended in July 2005. He was awarded a Bronze Star for his service in Iraq.

Mr. Green's community activities include the Morgantown Rotary Club, which he served as President in 1986, and past President of the Northern West Virginia Make-a-Wish Foundation.
