Project Description:

The Morgantown Utility Board plans to upgrade and expand certain water, sewer, and storm facilities and seeks proposals from qualified Engineering Consultants for Professional Services necessary to provide Construction Inspection services for the proposed construction activities and similar projects. Activities to be inspected may include but are not limited to construction of water mains, water booster stations, water storage tanks, tank painting, sewer mains, sewage pumping stations, storm mains, and related construction. The duration of the contract is anticipated to be for a period of one year but may be extended for up to two additional one-year periods if mutually agreed to in writing by both parties. The requested inspection services may be continuous, and/or may be intermittent “on call”, depending on the needs of the Morgantown Utility Board at various times throughout the project.

Prospective Consultants must submit an Expression of Interest (EOI) to the Morgantown Utility Board no later than 4:00 p.m., April 16, 2021. The EOI may be a one sentence letter, or email, simply expressing interest in the project, and requesting the detailed Request for Qualifications (RFQ). Early submission of the EOI is strongly encouraged. Upon receipt of the EOI, the Morgantown Utility Board will immediately issue a detailed RFQ, which will provide further information about the project and the selection process.

The required procedure includes submission of a Statement of Qualifications (SOQ), which shall be due no later than 4:00 p.m., April 30, 2021. The SOQ shall follow the outline presented below. Note that failure to provide the information required by the outline may result in immediate disqualification of the SOQ.

  • Statement of Firm’s Qualifications to provide the subject services.
  • Consultant’s history with similar projects and activities.
  • Key staff and personnel, which includes field inspectors and technicians who will be providing the proposed services.
  • References.

Based upon the review of the SOQ of each respondent, up to three (3) firms will invited for interviews with the selection committee. Said interviews shall be by invitation only.

The evaluation of the respondents and the selection of any Consultant so chosen will be conducted on the basis of demonstrated competence and qualification for professional services as required in accordance with West Virginia Code Chapter 5G. The selected Consultant must satisfy the standard insurance requirements of the Morgantown Utility Board, and provide certificates of insurance conforming to same. Copies of insurance requirements are available upon request.
