Mark Downs

Mark Downs currently serves as the Morgantown City Council representative for the 6th Ward and is Chief Operating Officer of Round Table Corporation (RTC), a privately held company specializing in real estate development and medical services. A fourth-generation Morgantown resident and proud eighth-generation West Virginian, Mr. Downs has dedicated his career to advancing the vitality and resilience of his hometown.

With a degree in Accounting from West Virginia University, Mr. Downs spent much of his career in federal service, leading teams that delivered some of the largest, most complex IT systems in the federal government and holding leadership roles focused on improving operational efficiency and institutional effectiveness. His tenure culminated in serving as Chief of Staff at NASA’s Independent Verification and Validation (IV&V) Program, a role he left in 2023 to fully commit to projects in Morgantown.

Beyond Morgantown, Mr. Downs has contributed at the state level, serving on the board of directors for Workforce West Virginia and lobbying for improvements in foster care and child welfare policy. He brings a deep commitment to public service, guided by a belief in partnerships, innovation, and equity.
