MUB receives IJDC Funding for the Morgans Run Project

For more than a decade, residents of the Morgans Run area have experienced low water volumes and water quality issues. Throughout that time, families in the area have collected rainwater or depended on water delivery services. In fact, during the 2024 drought, some families were entirely without water.

On December 10th, an important step was taken toward alleviating these water issues when the West Virginia Infrastructure and Jobs Development Council unanimously approved funding in support of Morgantown Utility Board’s Morgans Run Project.

“IJDC funding is the last piece of project funding required to provide these families with clean, safe drinking water as well as with fire hydrant service,” said MUB General Manager Mike McNulty.

Specifically, IJDC Council members approved a $500,000 grant and an additional $721,580 loan in support of MUB’s project. These funds are in addition to $52,000 granted by the Monongalia County Commission, $29,420 committed by MUB, and a $3,311,000 grant from the West Virginia Department of Environmental Protection’s Abandoned Mine Lands & Reclamation program.

“Projects like this provide an excellent example of agencies and community members coming together to solve important problems. We are extremely proud to be a part of assisting these families,” McNulty said.

He adds that the IJDC loan, provided at a one-percent interest rate, will be funded by a surcharge to Morgans Run area residents who previously committed to the project.

“This is in keeping with MUB’s long time policy that the cost of line extensions be carried by those that benefit from it rather than the entirety of MUB’s rate payers,” McNulty said.

McNulty also extends appreciation to West Virginia House Delegate David McCormick, Governor Patrick Morrisey, and US Senator Shelley Moore Capito.

“The support of Delegate McCormick, Governor Morrisey, and Senator Capito was instrumental in obtaining the funding necessary. Through their support, Morgans Run area families will have safe water and lifesaving fire protection,” he said.

The $4,614,000 project entails the construction of 7,215 linear feet of 8-inch water main, 6,705 linear feet of 6-inch water main, 2,655 linear feet of 2-inch water main, the installation of five fire hydrants, and residential service connections.

“This project has been a long time in the making,” McNulty said. “We look forward to putting shovels in the ground and helping these families.”
